OIDD & CPC – A True Partnership

My name is Joe Basey. I’m the chair of the Community Partners Council (CPC). The CPC is the Council that partners with the Oregon Institute on Disability and Development (OIDD). The Institute is housed on the campus of Oregon Health Science University (OHSU).

Advocacy has always been important to me. When I was younger, I was a advocate for the program or angency that was providing me services, As I grew and  matured my advocacy turned from a specific program to advocating for people with disabilities. This is what led me to become a member of the CPC.

OIDD’s CPC was created six (6) years ago. The Institute is part of a nation network of University Centers on Developmental Disabilities (UCEDD’s) which are overseen by the Adminstration on Developmental Disabilities (ADD). Each UCEDD is funded by the Developmental Disabilities Act (DD Act).

Each UCEDD is required to have a Consumer Adcocacy Council (CAC). This is mandated under the DD Act. The Community Partmers Council is the OIDD form of CAC. The goal of the CAC is to advise their respective UCEDD on the work they’re doing around services for people with disabilities and their families. The UCEDD in Portland, Oregon wanted to take the general goal of the CAC to the next level.

The staff and faculty at OIDD wanted the Council to be an intergral part of the UCEDD Team.  As one of the newest CAC’s in the nation we wanted to use the principals of Participatory Action Research (PAR) as a back drop for the catalyst for facilitating a true partnership between the UCEED and the CAC.  Hence the “A” in CAC was switchd to a “P” to reflect the Partnership that was desired by professionals that work at OIDD.

The Portland UCEDD and CPC come togther as partners to advocate for the rights and services for Oregonions with disabilities and their families. We want to present resources to people throughout Oregon to empower them to improve their quality of life. I’m very excited to have you stay tuned to learn more about the other members of the CPC and the work that is being done at the Portland UCEDD.
